Section 1. The District constituting the seat of Government of the United States shall appoint in such manner as the Congress may direct:
A number of electors of President and Vice President equal to the whole number of Senators and Representatives in Congress to which the District would be entitled if it were a State, but in no event more than the least populous State; they shall be in addition to those appointed by the States, but they shall be considered, for the purposes of the election of President and Vice President, to be electors appointed by a State; and they shall meet in the District and perform such duties as provided by the twelfth article of amendment.
Section 2. The Congress shall have power to enforce this article by appropriate legislation

This amendment outlines the electoral college and its equality versus the count of Congress already and shall remain alongside the ones voted into Congress but are the electors appointed by each State. The Electoral College follows the guidelines outlined in the 12th amendment. Congress has power to enforce this law if they so choose.

This explanation makes the electoral college make so much more sense to me and how the votes happen to make the Presidency election. 


National Popular vote system. Would this replace the Electoral College? Would it be a better system? New York is the first to try and replace the Electoral College. Below is a video that describes how it would be using the NPVS Swing the election towards the people's candidate. I think it would be a good idea and I would like to see it put to practice.
